As per the European standards
In the Above image the wheel and the Wheel Arch is shown in blue colour.
White Colour line refers Section A
the Pink colour refers section B.
The green colour refers Section C
Cyan colour refers Section D
Yellow Line refers Section E.
For the European Regulations at all the sections mentioned above the length(L) between tire and fender outer should be Greater than 10mm
The sections are taken in the above mentioned snapat all the respective positions like
the Section A is taken from the Centre of the wheel & 90 Degree to horizontal extended till the fender.
The Section B is taken from centre of wheel measuring 30 Degree from Section A towards front of the car and Extended till the fender.
The Section C is taken from the centre of the wheel and measuring 50 Degree towards the rear of the car and is extended till the fender to get the section.
The Section D is taken from the centre of the wheel and a point of 150mm above the wheel central axis along the horizontal plane.
The Section E is take as the derived line from Sections C & D emerging from the Centre of the Wheel.
Lets look at the Section lengths in the below images
in Section A the length L = 10 mm ( European Regulation Satisfied)
As we can see in the above snap that at in Section B of the above mentioned areas the length L is measured.
thee length L = 10 mm ( European regulation Satisfied)
in Section C the Length L= 0.1138 mm ( Will not match European Standard)
In section D the Length L = 6.035 mm ( will not match European Standard)
In section E the length L = 2.8mm( will not match European regulations)
Conclusion for the above Wheel Arch design

As per the wheel Arch design given it can be seen that the Wheel Arch will not meet the European Regulations at Section C, Section D & Section E.
